The Northwest Regional Planning Commission (NRPC) is one of eleven commissions serving Vermont municipalities. The Commission provides services to local municipalities, area non-profits and other regional organizations.

Meeting Time - meets the last Wednesday of the month at 7:00 p.m. 

​Executive Committee

The purpose of the Executive Committee shall be to facilitate management of the NRPC between regular meetings of the Board, and to oversee personnel matters in conjunction with the Personnel Committee as described in the Commission’s Personnel Policies.  In the absence of full Board representation, the Executive Committee may make such decisions as are required to maintain continuous operation of the NRPC.  Such authority shall only be granted to the Executive Committee in matters which cannot be deferred until the next regular Board meeting.  All such decisions shall be reported for ratification to the Board at the next regular meeting.

Meeting Time - meets the third Tuesday of the month at 5:30 p.m.

Personnel Committee

This committee shall develop, administer, review and recommend changes to the NRPC's personnel policy. This committee will also participate in hiring of new employees and employee evaluations in accordance with the Commission’s Personnel Policies. This committee may also have other duties as assigned by the Board.

Finance/Operations Committee

This committee shall develop, review and recommend changes to the NRPC's municipal assessment policy, and recommend an annual budget and municipal assessment rate, for Board consideration.  It shall advise the Board on major equipment purchases, leases, contracts, etc. This committee may also have other duties as assigned by the Board.

Project Review Committee

This committee shall develop, review and recommend changes to the NRPC's project review policy. This committee will also implement the project review policy by reviewing Act 250, PSB Section 248 and other regional, state or federal permit applications and make recommendations to the Board of Commissioners.  This committee may also have other duties as assigned by the Board.

Meeting Time - meets the second Wednesday of the month at 5:30 p.m.

Regional Plan & Policy Committee

This committee shall develop, review and recommend changes to the Northwest Regional Plan. This committee shall also review plans, policies and programs of interest to the region and make recommendations to the Board of Commissioners in that regard. This committee may also have other duties as assigned by the Board.

Meeting Time - meets the second Wednesday every other month at 6:00 p.m.

Municipal Plan Review Committee

This committee is established by the NRPC plan approval guidelines and is advisory to the Board. The Committee meets as needed to review municipal plans to ensure they meet the requirements of state statute and are compatible with other local plans and the regional plan.

Nominating Committee

Each year, the Chair appoints a nominating committee made up of five Commissioners.  The Nominating Committee will prepare a slate of nominations for all officers, standing committee chairs, and the at-large member of the Executive Committee.  This slate of nominations will be presented at the annual meeting.

Meeting Time - once a year, normally in June.​

Energy Committee

The Energy Committee's purpose is to develop and assist with Northwest Regional Planning Commission's energy planning program, to act as a liaison between local communities and the various stakeholders in energy planning, and to provide local and regional input regarding energy issues important to the region. The Energy Committee will serve in an advisory capacity to the Board of Commissioners.

Transportation Advisory Committee

The Transportation Advisory Committee (TAC) is composed of delegates from the region's municipalities. This committee provides local input to the Vermont Agency of Transportation, to identify needs and to develop transportation improvement programs. This committee meets once a month.

Brownfields Steering Committee

The Northwest Region Brownfields Program (NRBP) is aimed at leveling the playing field for developing brownfield properties by helping owners and prospective developers address environmental challenges through environmental assessment, cleanup planning and cleanup funding. Our goal is to help recycle properties back into use as industrial or commercial sites, as green space, or for housing, non-profit or municipal uses.

Clean Water Advisory Committee

The Clean Water Advisory Committee (CWAC) oversees the Northwest Regional Planning Commission activities and policy development regarding but not limited to, the Vermont Clean Water Act (VCWA) and the Vermont Lake Champlain Total Maximum Daily Load (TMDL) Plan and its related plans and programs.

Healthy Roots Collaborative Advisory Committee

The Healthy Roots Collaborative was founded by partner organizations to act as the coordinating hub for regional food system development in Franklin and Grand Isle Counties of Vermont. The Healthy Roots Collaborative Advisory Committee serves to maintain the collective impact process and implement the mission to strengthen the local food system of Northwest Vermont for the health and vitality of our community. The HRC Advisory Committee serves in an advisory capacity to the Northwest Regional Planning Board of Commissioners.
