REQUEST FOR PROPOSALS - EPA BROWNFIELD ASSESSMENT GRANT APPLICATION ASSISTANCE - Due October 29, 2026
- Implementation of environmental assessment, corrective action planning, community outreach, cleanup oversight, project and grant management and administration, and other environmental or planning services necessary to support the continued success of NRPC’s brownfield program.
- Securing U.S. Environmental Protection Agency (U.S. EPA) and potentially other federal or state grants for the assessment, cleanup, or redevelopment of brownfields properties within Franklin and Grand Isle Counties of VT. This will include at a minimum either an FY27 EPA Community Wide Assessment Grant or an FY27 EPA Assessment Coalition Grant with the City of St. Albans.
The successful QEP will bring experience and insight to the table to support managing NRPC’s successful Brownfield Program. NRPC is open to awarding a contract to one full-service QEP firm or a team of two or more firms with a lead firm identified.
Proposals are due by email by 4:00PM October 29, 2026. The full RFP can be accessed here. Disadvantaged, women-owned, and minority-owned business enterprises (DBE/WBE/MBE) are encouraged to apply.

NRPC’s twelfth Call for Applications for Clean Water Projects in the Lamoille Basin opened on October 8, 2026.
The deadline for responses is November 12, 2026 at 5pm.

NRPC’s dedicated Call for Project Development Funding in the Missisquoi and Lamoille Basins opened on September 6, 2024. It was extended in mid June of 2025, again in December of 2025, and again June of 2026.
The deadline for responses is now December 31, 2026 – and this deadline may be extended for an additional time if advised.

CALL FOR APPLICATIONS - CLEAN WATER PROJECT ADOPTION - LAMOILLE & MISSISQUOI (Ongoing)
NRPC has issued a standing Call for Applications (CFA) for Clean Water Project Adoption.
Project adoption is the formal process by which the CWSP assumes the long-term Operation and Maintenance (O&M) and verification responsibilities for a previously implemented clean water project in exchange for the associated phosphorus reduction credits.
Project adoption aims to provide a cost-effective method for meeting phosphorus reduction targets while ensuring that established water quality projects continue to function effectively throughout their intended design life.

NRPC has issued a standing Request for Qualifications (RFQ) for Clean Water Service Provider-related services, as described in the document available below.
NRPC seeks to prequalify and subsequently contract with qualifying “Project Implementers.”
Project Implementors are Partner Organizations, Project Managers, and/or Project sponsors who wish to advance “non regulatory” projects that will improve water quality.

REQUEST FOR QUALIFICATIONS – CLEAN WATER CONTRACTORS (Ongoing)
NRPC has issued a standing Request for Qualifications (RFQ) for Clean Water Service Provider-related services (for contractors).
NRPC seeks to contract with firms for a range of services, including design, natural and cultural resource assessment, construction/implementation, and operation and maintenance. Services will support work that contributes to water quality improvement via non-regulatory projects, as envisioned by the Clean Water Service Delivery Act. Prequalified contractors will have the opportunity to be selected for projects through a simplified bid process.
