REQUEST FOR QUALIFICATIONS - COST PROPOSAL & SCHEDULE - RICHFORD ECONOMIC ADVANCEMENT CORPORATION (Due May 15, 2026)

The Richford Economic Advancement Corporation (REAC) is soliciting qualifications, a cost proposal and schedule from Qualified Environmental Professional (QEP) to serve as REAC’s QEP for the Corrective Action Plan implementation at 113 Main Street, Richford, Vermont. This will involve project coordination including support with preparing and advertising the bid, bid selection and contracting; coordination with VTDEC wetlands for wetlands permitting; field oversight, completion reporting as required by Vermont DEC and any other appropriate QEP services as needed.

REAC is funding this work with a Brownfield Cleanup Grant from the Northwest Regional Planning Commission’s (NRPC) Brownfield Cleanup Revolving Loan Fund, which is in turn funded by the U.S. Environmental Protection Agency (EPA). Consultants are required to comply with all pass-through requirements of these programs.  Copies are available on request.

The QEP for this project will work under the direction of the Richford Economic Advancement Corporation, with assistance from the NRPC.

Qualified Disadvantaged Business Enterprise (DBE) businesses are encouraged to apply.

CALL FOR APPLICATIONS - PROJECT DEVELOPMENT FUNDING - MISSISQUOI & LAMOILLE PREQUALIFIED PARTNERS (Due June 30, 2026)

NRPC’s dedicated Call for Project Development Funding in the Missisquoi and Lamoille Basins opened on September 6, 2024. It was extended in mid June, 2025, and again in December of 2025.

The deadline for responses is now June 30, 2026 – and this deadline may be extended for an additional time if advised

REQUEST FOR QUALIFICATIONS – CLEAN WATER PARTNERS (Ongoing)

NRPC has issued a standing Request for Qualifications (RFQ) for Clean Water Service Provider-related services, as described in the document available below. 

NRPC seeks to prequalify and subsequently contract with qualifying “Project Implementers.” 

Project Implementors are Partner Organizations, Project Managers, and/or Project sponsors who wish to advance “non regulatory” projects that will improve water quality.

REQUEST FOR QUALIFICATIONS – CLEAN WATER CONTRACTORS (Ongoing)

NRPC has issued a standing Request for Qualifications (RFQ) for Clean Water Service Provider-related services (for contractors).

NRPC seeks to contract with firms for a range of services, including design, natural and cultural resource assessment, construction/implementation, and operation and maintenance. Services will support work that contributes to water quality improvement via non-regulatory projects, as envisioned by the Clean Water Service Delivery Act. Prequalified contractors will have the opportunity to be selected for projects through a simplified bid process.
